463.425 Bama Foods in Tulsa

Need help confirming frequency 463.425.
Users of frequency sound if they are making food products and moving
items to and from factory area. Heard mostly during the early morning
hours.

The frequency you are hearing is most likely the Pepsi Bottling Plant in West Tulsa at 510 W Skelly Drive. The FCC website lists WQBB518 as the license. I found this frequency a couple of weeks ago myself while searching in the early AM. See if the traffic you hear doesn't sound like it could be coming from Pepsi. Most of the conversations that I have heard seems to be requests for pallets of shipping materials followed by the word copy. This is consistant with the way Bama Pie communicates. I too originally thought that was who this was.
