It is a Radio Shop who rents out their repeater

ULS License - Industrial/Business Pool, Conventional License - WNRG450 - RADIO COMMUNICATIONS COMPANY INC

Each user would have their own PL/DPL - only way to ID the individual renters is lots of monitoring
and keep in mind, when they terminate the rental the PL/DPL is likely moved to the next customer
