464.950 Fresno PD Frequency? New?

Ok, hearing Fresno PD Dispatcher and Car's on 464.950. Only thing listed for freq. is Fisher Wireless, and this is DEFINITELY PD useage.

1 ... 464.95 doesn't match the repeater outputs for 460 MHz range, so since I hear Dispatch & Officer with same volume on .950 it has to be a repeater.

2 ... Hear same traffic on Fresno PD #4 (460.400) but input should be 465.4, not 464.950.
Could this be a secondary repeater to cover parts of Fresno better --- or, could they be testing 464.9500 for use as a new Repeater output frequency (i.e.: Channel 11 or higher #)?

Do you hear this frequency all over the city or just in isolated areas? Sometimes I'll hear VHF fire freqs being rebroadcast over UHF freqs which are the mobile extenders for ambulance companies. One thought is that it could be a mobile extender of some sort. I doubt that PD would be using a business band repeater frequency, but when I was in Alabama the local PD was using a 464 MHz business band frequency at night for some of their covert operations so you never know. Maybe this will be a new frequency used for neighborhood watch or something community service related. Is the PL tone 136.5 or something different?
