On the way thru the Apex area on I-15 near the US-93 split this morning I got a CloseCall hit on 48.18, PL 110.9 and heard what sounded like a couple truckers conversing about anything other than work.

That frequency and PL combo is listed for the LA Water district in CA but it obviously was not skip or groundwave from there.

Any ideas?

LA Water and Power also maintaines a power grid thruout Nevada with vehicles based out of the Boulder City Maintenance Facility so you will sometimes hear their "truck to truck " communications.

When I worked at Great Basin NP, I would see LADWP vehicles along Hwy 50 on a daily basis maintaining the high voltage line that ran from Delta UT to ???. I would hear them occasionally on low band.

There's a small hotel in Henderson (near Marks St & Warm Springs) that both WAPA & LA DWP apparently contract with for their deployed maintenance crews to rest overnight at. WAPA vehicles tend to have either VHF antennas, or the newish 'broad-band' antennas that look like VHF quarter-waves with a big base mount/loading coil.

Just yesterday, I saw a variety of about 10 LA DWP work vehicles in the parking lot. A few had no antennas, several had what looked like either VHF High-Band 5/8 wave antennas or (more likely) VHF Low-Band antennas, cut for around 50MHz.
