482.3125 & 494.3125 Open Carriers

I just came across these frequencies while doing a band search and they are constantly open. At first I thought it was the scanner so I tried a different make and model with the same result. After knowing the signal is certainly there, I tried doing a little fox hunting around the house but the carrier was the same strength with a little fluttering while I walked around.
I tried to do a little research on these frequencies for my area and have come up empty. I am in Laurinburg (Scotland County) which is not a big town so I am at a loss as to where the source of transmission is coming from. I do not detect voices or noise as of yet but I only found these today. This is the first time I have done a band search in a couple years so I don't know when this started.
Could someone be using these as a pair?
Any suggestions?

Thanks Kevin, that is the most likely culprit. I live so far away from those stations it would have never even crossed my mind.

Gulf Shores Alabama, Close call hit on 482.3125 this morning !
