5714 USB Unid Military Traffic

Im getting lots of encrypted and in the clear unid foreign speaking military type traffic on 5714? Very good signals here on the east coast. Anybody have any ideas? Maybe the Mexican military? Time 2118z

Some reports on UDXF and #wunclub thought it may be Hebrew, but it had not been confirmed by a native speaker yet.
