Analog FM is too wide for a 6.25 kHz bandwidth channel.
According to Carson's bandwidth rule if your highest audio frequency was 3000 Hz you would only be able to run 125 Hz deviation to fit in a 6.25 kHz channel.
What frequency is it? Look up the frequency in 90.20 or 90.35 and see what the limitations are.
