6.900 LSB Spanish Freeband network

I have been monitoring a network of Spanish speaking freebanders. Many are located in S. California and N. of Baja Mexico. There are mobiles and base stations. They use primary contact on 6.900 LSB and some move on to 6.905 LSB. These stations are non licensed and general discussion involves topics of antennas, family matters. Notice that this is not a ham band. Lots of freebanding on this side of town. The following locations have been identified for station locations. Currently at 02:13 UTC there is a swap net going on sellling hf gear.
1. Chino, California
2. Ontario, California
3. Ensenada, Mexico
4. Rosarito, Mexico
5. Sonora, Mexico
6. Tucson, Arizona
7 Mexicali, Mexico
8. Sinaloa, Mexico

Not surprising. Many years ago I was asked to sell radio gear that belonged to the widow of a deceased ham. The HF rig was purchased by a guy who was going to send it south of the border to his family. No idea if they were licensed or not, but an easy way to set up communications with family.

I agree though, not legal. Are the interfering with someone or some service?
