I have been monitoring this frequency for a week. From 0000-0300 UTC there are spanish males talking. These are out of band CBer. They have mentioned 11 meters specifically the frequency of 27.695. There is a daily check at 0100 UTC. Stations have mentioned locations of Texas, Arizona, and many in Mexico. Overall there are between 10-12 station that check in. At first I thought that they were fishermen but further monitoring indicates that they are simply out of band freebanders. Usual discussions involve topics about antennas, radios and weather. One station mentioned that they need to raise their dipoles for better coverage. Most likely using modified ham gear. They come in strong here in the Los Angeles are. Will continue to monitor and report
