In either case, you can browse the NC Trunked Radio Systems list in the RRDB: State of North Carolina Radio Reference - Trunked Systems and click the system names to see a list of the frequencies used by each system. If you are asking about only the 700 MHz systems, the first one in the list that uses the 700 MHz band seems to be: Buncombe County Public Safety System There might be more; that's just the first one I found.
