Could someone please tell me why i can hear the city of wheeling police and fire on 796.??????? I was scanning one day last week and heard them talking. I also can not figuare out why there our reapeaters in the 796 mhx range in or around Belmont County, Ohio

Not 100% sure but they might have followed the FCC rebanding plan migration from 800meg. Unless its a ghost/mirror image.

I am sure Mylan could answer this or one of the members further north.

Any time you hear base station/repeaters/trunking in the 776-806 or 806-851 range you are probably hearing images.
Base stations and repeaters will be on 769-776 MHz and 851-869 MHz.
700 MHz has NOTHING to do with 800 MHz rebanding.
