Region 54 700 RCRS has received and reviewed your
supplemental engineering exhibit for application
CAP24040318008350 requesting seven (7) 700 MHz
channels for the new City of Aurora 700 MHz P25 trunked
radio system.
As this is a new 700 MHz radio system, the Region requires
any applicable 800 MHz frequencies from the existing
OpenSky system be given back to the pool at the conclusion
of the project. In the interest of regional interoperability, the
City should continue maintaining (or improving) existing
gateways, ISSI connections and/or RF control stations with
other systems in the Region, and programming subscriber
units with appropriate interoperability channels.
Region 54 therefore approves the application listed above for
request of the City of Aurora via L3Harris for permanent
operations around the parameters which have been provided
within the application(s).

This past week, the City of Aurora was issued a license (WSGC957) for a new 700 MHz P25 trunked system. The system consists of six transmit sites in Aurora on the following frequencies:

770.51875
771.20625
771.59375
772.20625
772.54375
773.18125
774.68125

I'm not holding out much hope that there will be any unencrypted traffic on the system, but one never knows. Any and all reports about this new system would be appreciated.

Aurora going with L3Harris Simulcast while Naperville is going with their own Motorola Simulcast system.
Aurora bought a lot of XL200 portables ahead of these 700s being granted. (confirmed from a former inside L3Harris source).
I would be surprised if either system is not fully encrypted.
Interops channels for outside agencies but day to day encrypted.

Looking through city council notes when they approved the radio deal in 23 the proposal infographic was with it here's a few notable screen grabs. Along with "media control, Encryption" was said a few times in there as wellScreenshot_20250121_170712_Drive.pngScreenshot_20250121_171928_Drive.png
