700 MHz - IWIN, & Idaho

While higher up on the Cache bench I searched 700 MHz on the '500. The Lava Hot SPrings P25 control channel on 766.45625 came in great with all the digtal info that matched the database.
There was another signal on 774.14375 that did not decode, and was not a buzz - more of a tone.
Logan PD officers run plates thru a wireless system in their car - I think IWIN. Is that the 774 signal?
I did not find any 700MHz licenses for Utah in FCC, tho there are plenty of plans and allocations.

So many frequencies, so little time...
