700Mhz Freqs. in Williamsburg

Today I came across some 700Mhz frequencies in the williamsburg area, and from best I can tell they are not part of ORION or STARS. It sounds definatly like a trunked system with lots of different users, and I think I found a control channel, but my 2096 won't decode it as a control channel. Here's what i've gotten so far,

Anyone have any ideas?


Additional: This is sure sounding like JCC/WBG/York, but only a few users are using the 700 range...

700 MHz base stations and repeaters are only on 746-776 and mobiles on 776-806.
What you are probably hearing is images from 800 MHz systems.
