Those are construction permits. I need to reference what the new emission codes mean. Thinking new P25 phase II (TDMA) system? The second clearly says conventional.

I wouldn't expect to be up now. This is a construction permit. Not an actual license to transmit.
Wrong. The two links in the first post are actual licenses.
Note the construction deadline for both 6/6/2020.
PLMR licenses have construction notification deadlines but construction permits don't exist. That's only for commercial broadcast stations. Once a PLMR licensee gets their frequency coordinaton and files an application they can legally begin operation while the application is pending (which can be up to 3 months or more before the license is issued in some cases).

WRDM902 which has the radio service SG (conventional) and station class MO3 and MO is for vehicular repeaters.

WRDM821 is for a 4 channel 6 site P25 phase II system. It's simulcast because each site has the same frequencies.
