819.6500 - Unidentified CC type
820.6350 - Motorola?

Neither google nor FCC license search turned up anything. I think my scanner will be able to do the 820 one as CC only. Will get back to everyone.
Update: Not quite getting CC only to work on my older scanner, so yeah.

Unusual to see a control channel that low in the 800 band??!! Usually that low is the input or mobile portable frequencies.

Yeah, that's what I was thinking. It could just be my building messing with the spectrum (all the metal and all)

Metal buildings does nothing to "shift" a signal to a different frequency. It's most likely your scanner picking up image frequencies from a strong signal nearby. Plus, 800 MHz control channels always start at above 850MHz. The radio itself would not allow you to program receive channels below 850MHz.

If you hear CC noise but your scanner refuses to track it, then it is not CC noise.

It was definitely CC noise. Motorola.

I think the problem was stated above by another user:
"The radio itself would not allow you to program receive channels below 850MHz."
