Again, only 9 of 128 talkgroups are using digital modulation.

The OP has clearly indicated that he's on a tight budget. Purchasing a used analog trunk tracker that is capable of rebanding (the choices I've listed) allows him to listen to 93% of the talkgroups on the system without spending more than he wants to on a digital scanner.

Thank you SO MUCH to all who responded. At this point, I'm going to ship the Pro-433 back to the seller on Ebay. The fact that I can't receive the weather channel and that it is scanning a bunch of frequencies, leads me to think that this scanner might not be working correctly. Also, it sounds like I'm going to need a better scanner for what possible future changes come to my area. I will check out some of the scanner models mentioned and buy when I have the money. I have already contacted the seller on Ebay and informed him that I'll be sending this scanner back.
