Chances are you have a Motorola NMO mount type. Not a cell phone type. If you get an NMO L-bracket to mount it on you really would not need ground elements because you are not transmitting. Use RG-6 with "F" connectors and an "F" to BNC for the scanner. With RG-6 you could add a splitter or A/B switch.
