A coil is a coil, whether it's covered or not.

A closed coil, usually has a smaller diameter wire inside , for the coil, instead of the same diameter wire in an open coil style. Because of this, open coil antennae can usually handle more power.

Some closed coil antennae have a liquid oil inside the load, which the coil is submerged in. This helps with heat dissipation during transmit.

Of course, if you're scanning, and recieving only, I don't really see why it would matter..
