why doesn't Radio reference post 700 & 800 covensional numbers for Dekalb and Noble Counties in Indiana?

Are you talking about 700 & 800 MHz conventional frequencies in those counties?
If so, maybe it's because no one has submitted them to the database.
The database's accuracy is dependent on people to give accurate information. If you find something the isn't correct or isn't even listed, then submit the information.

I might be completely clueless! =)
It's also possible that you're hearing traffic from a trunked system using those frequencies. You might want to go to Indiana Project Hoosier SAFE-T Trunking System or the Scanner Frequencies and Radio Frequency Reference Database and look to see if you can find the frequency.

I have the trunking system in place on my scanner but we have found about 20 or so channels that are 700 and 800 mg that are not on the trunking system they come up as P25 system. OA2 for Dekalb County and OA3 for Noble County
