800 Opening Yesterday

There was a big opening on 800 yesterday.
My location is Dwight and have a 3db gain 800MHz ant 30 feet up.
I was receiving 7 sites from the SAFE-T system; 14 sites from StarCom; Chicago OEM City Wide, and a mystery system 01F5 with the following sites 2828, 3737, 3838, and 4848. Does anyone have any idea who this is? Never heard any TG's pop up

It is also possible that these sights were added temporarily to additional towers for some type of exercise or event.

The SAFE-T sites I could confirm with the TG's that popped

OI also got ABC 5 from Cleveland on TV, just for a moment or two

My comment was based on an incident where I heard surveillance traffic that should have been encrypted and not on our system. I was in my car and notified the sheriff's office, and when I got home, I had three sheriff's deputies waiting for me. Fortunately I was a volunteer spotter and one of the deputies recognized me. I never found out what happened, but somebody compromised what should have been a private conversation.

1F5 is AEP's P25 system for Indiana, Michigan, and presumably Kentucky, yet no Kentucky sites have been seen online yet.
Site 28 is in Michigan
37 & 38 is northeast Indiana.
48 is Muncie, IN.
