Hi guys,
That's a good one but I suggest making it out of an SO-239 for physical considerations, use 12ga solid copper wire for a proper fit. Using the coil and whip portion of an old glass mount cell phone antenna for the vertical radiator will give a bit of gain. If used outdoors be sure to waterproof the Steatite insulator with a gob of silicone bathtub caulk and securely stretch wrap the connector with electrical tape from a few inches down the coax and back covering the exposed threads as well. Here's an interesting note, if you keep the underside flat by carefully soldering the radials or file it flat afterward it sits atop a mast perfectly. Just shove the coax and connector up through it before screwing the antenna on, the weight of the coax will hold it all in place. If you want it to remain perfectly centered just build up the connector diameter with tape for a tight fit.
