What do you mean by "a tone for a fire dept"? was it a steady single tone, warbling single tone, or 2 different tones back to back? Where abouts was it?

I think he was in the Boyle/Mercer county area when he heard this, not saying that it was Boyle or Mercer County, just that this was the area he was in when he heard it.
