I can CONFIRM hearing some very very strange undercover operations on 859.7875 last night between 8:30pm and 9:15pm. It sounded like they were using simplex radios (definitely not a TRUNKED system). The units informally identified themselves by their first names (they did NOT use unit numbers or any codes whatsoever) and they were following a couple of individuals all over town via car and on foot at times. It was very exciting to listen to them, but it didn't seem like they wanted to apprehend them, just watching and noting everything they were doing. At least 5 indiduals (separated) were involved. I have to rule out police detectives because they were too informal and didn't sound THAT professional. In fact, there were times when they had to ask what street they were on, so they weren't totally familiar with the city of Elizabeth. They had to be either FBI, Bounty Hunters, or some sort of highly classified government operation. They were using weak radios because I live the next town over and it still came in a little scratchy at times, but very audible. Furthermore, communications were totally in the clear (conventional mode) and were not scrambled. One of the units asked if they could change channels, but other units mentioned that their radios only had that one channel (859.7875) Who the hell was I hearing???? If anyone lives in the Elizabeth area, keep checking back on that frequency at night around 8:30/9:00 and perhaps they'll be back on. Any comments or suggestions????

That Fx is licensed to the state for a bunch of repeaters throughout and near NJ for evac coordination purposes (as per the eligibility statement or an attachment anyway). Maybe the surveillance team was going direct on it. It's hard to imagine a "highly classified government operation" communicating even locally in the clear with the equipment available to them these days.

As John sought, a PL/DPL/NAC would be helpful.

NJ NPSPAC Tac 6

I hear undercover ops on this all day/night, during the week and on the weekend. It's registered as the NPSPAC Tac 6 freq. and it has a PL of 156.7. Very informal channel - probably not aware that everyone can hear them doing surveillance on it.

I had it listed in my NJ State PDF. You would have thought I would have looked there first.

I've heard the same kind of undercover stuff on C3-2 Hamilton HQ TG the last couple of days, is that TG still listed as Hamilton HQ or has it changed? Team 1 (who ever they are) have been busy.

Thanks for the input so far guys. GM, what does NJ NPSPAC stand for? Also, are you saying that 859.7875 is NJ NPSPAC Tac 6? If that's the case, who exactly are they? BTW, I actually really don't watch much TV Balunknot and from 20 years of scanner listening, generally police undercover operations usually have codes and ID themselves with unit numbers. They ID'd themselves on a first name basis and were definitely NOT native to Elizabeth, NJ since they were unsure of certain street names. IF it was their police department, they would be familiar with all the major street names in the city. However, they could possibly have been state police detectives I guess.

thanks

Apu, it's funny you mentioned that because THAT was the reason why I tuned into the frequency in the first place to see if Academy Bus was still using it. I would like to thank everyone for their postive feedback, EXCEPT for Jaymatt of course. I also would like to mention that 10 people doing research on a particular subject is better than ONE. I believe this is the whole purpose of having forums like this in the scanner hobby, along with scanner NETS. It's for a friendly discussion on different topics related to the scanner hobby. And except for a few individuals who already know who they are, I'm happy to see that most people on these forums are friendly and willing to help others.

When i worked for a Long Island Agency, we often lent out our talkgroups and simplex 800-900 channels to 'other' agencies. These were usually non-IO channels and rarely ever used as not to be picked up by people like us. scanners in that area stick to the heavily used tg's. That may be why the fx is registered as an evac coordination channel.

It's not licensed for evacuation, it's licensed by the state for public safety. It is and was clear enough from the precise licensee and/or contact information that it is for public safety interoperations. Additional information provided with license applications is often helpful for determining actual usage but is non-binding, if not from a regulatory standpoint then at least practically. And in this case it steers readers away from the most frequent actual usage purpose.

I found that frequency is licensed to the "State of New Jersey" could in theory be used by ANY state angency or ANY AGENCY AUTHORIZED BY THE STATE anywhere in the state. Despite the trunk systems the state has numerous VH*F, UHF and 800MHz NON-TRUNKED frequencies.

BTW N2ZGE Everyone is starting to see what a hateful person you are, I've had do-zens of people e-mail me privately to say they can't believe how you attack me. I AM NOT W-ORTHLESS! Has it ever occured to you that people may not want certain things out in PUBLIC FORUMS? Have you ever thought about who READS these posts?? I know if I where a cop and I found someone asking about a frequency used in an undercover operation I'd be upset and I would change the frequency immediately. They won't come right out and say it on here, they'll just do it Some things are better left being mysteries ubecause once it's out in the open, the frequency is more than likely going to change. Just something to consider before you run on here with every single frequency you find during a search
