I was in the Cabazon area near the Morongo Casino and logged a data channel on 868.4875 NAC 150. I see this is licensed to the Coachella Valley Water District. Are they using P25 for their system? I didn't have a cable with me so I was unable to run trunker to find out more info.

Looks like a P25 Smart Zone Trunked system with multiple microwave path licenses.
Here is what i found:
