940.22 MHz - What is it????

I came across this signal at 940.22 MHz and it caught my attention because it was so strong. And it had this same strong signal strength around an area the size of a small town. Driving in approximately an 8.5 mile circle there is almost no change in signal strength. As soon as I go outside that circle it drops off. I chased this signal for about 3-4 weeks and then it suddenly disappeared. That was about 2 years ago and I have been monitoring to see if it comes back and nothing. I've tried googling to the end of the earth coming up with nothing. Anyone have any idea what this could be? Thanks for any help!

I have several video's of the signal also but I cant figure out how to attach them.

That frequency range would be Narrowband PCS (CN). It's probably not federal.

ReFLEX is the protocol, you should see several more carriers in the DC area.

You are hearing what was once SkyTel's two-way paging network. Not sure who owns them now.
Four 10 kHz carriers centered on 940.220 MHz downlink; 1 carrier at 901.20625 uplink.

OK, Sensus forward channel for their AMR telemetry system for meter reading. ReFLEX will have be in 1.875 second frames.

But it wouldn't explain why I saw it every day for a month and now its disappeared. I look for this signal everywhere and I have never seen it again. I travel a lot too.

Unless they are testing and have not commissioned the system yet. There could be several reasons why. That was the Skytel ReFLEX 50/25 band and Sensus now has spectrum in CN from 940.0000 to 940.2500 MHz
