996T won't decode p25

I set up a system for SD, with ID tags & tower freqs. Radio scans but no audio.
I set up a custom search for control channel only and the rado stops on the tower (gives tower Id # and group that is talking) but no audio there also.
When ID searching or ID scanning in the SD system there is no activity when using the scale. On page 52 of opps manual there is a "ERR: 14" at bottom of page. I have no # at this spot on the display. Wonder if my radio is broke or did I not program it correctly??

SD=South Dakota? San Diego? Silly Dwarves?

If South Dakota, you should program it as a Type II Standard system.
If San Diego, you should program it as a Type II Splinter system.

my suggestions;
try the database link at the top of this site and find your area.
Then browse to this useful web site which can generate usd files from the information from the databases. http://www.kb8soe.com/396/uasdinst.php

start with a simple file.

or

go to the state locations at the bottom of this site and post a request in your state area asking for a working USD file for your location. Someone is bound to help out.
