Sorry for not understanding but I don't understand if the 996t comes preprogrammed from the factory would you want to download software from uniden? thanks for any help.

The pre-programming only has so many systems in it. It cannot possibly store all systems nationwide, therefore, many of us need to download the software (UASD) from Uniden so we can add the systems we wish to utilize. As an example, my primary listening targets are not contained in Uniden's pre-programming.
Also, many systems are changing fairly often for various reasons, so even though a system you wish to listen to might be part of the pre-programming, by the time you get the scanner, it might be slightly out of date.
The software gives you so much flexibility to tailor the scanner to your own desires and needs, and it gives you virtual control using your pc. As complicated as scanners are getting nowadays, having software is a real blessing for personalizing your scanner's setup. Hope that kinda helps with your question.
