Well, since we have nothing further to go on as yet...
This is a WAG (wild-*** guess), I wouldn't even count it as speculation 8)
3120 would be Zone 14, Channel B. I know there was some talk at some time about giving MSP units in the county 800Mhz radios and linking the dispatch centers since the lowband stuff and even their VHF-Hi repeaters don't cover jack here in AA.
Perhaps zone 14 is going to be used for that, and they were testing with MSP units? Although, the fact that the two widely different areas were mentioned kinda shoots that down a bit, since the MSP Glen Burnie and MSP Annapolis would likely have separate TG's and not share one.
I know that breaks from the previously posted bandplan, as Al indicated zone 14 is reserved for Baltimore county; however, they wouldn't have any other place to put any of this MSP stuff except in one of the out-of-county zones, as 11, 12, and 13 are full. The MSP stuff you would think would fall in zone 10, but the TG ID's don't line up as such... unless somehow they've been set up out of order.
I REALLY wish there was a way (without doing anything directly to the radio, and cheaply) to snag a Moto portable's TG config without actually transmitting on each freq that it has access to. Of course, I only have access to portables without displays, it'd be too damn easy if I knew a shift supervisor at the PD or SO that actually has a display!
