I am looking to setup my own bbs on 2m and maybe a 440 link down the line. I am looking to see what I would need to use it as a email gateway. I am looking at kamtronics kpc3 tnc on qth and was also possibly thinking of using a low power base radio and a 100 watt amp. I could not find any info on using a amp on packet that if it is beneficial or not,.

You probably do NOT want to use an amplifier if it has a mechanical relay in it.

This is because of the nature of packet radio, it will operate the relay much, much more often than voice modes would. This can lead to a decreased lifespan for the relay itself. (Relays are guaranteed for x number of operations during their lifespan.)

If the amp has a solid state relay it should be fine.

Packet is still being used, but AREDN mesh networks are the wave of the future. Also, digital modes can send can send text and low res images. APRS systems can also send short text messages. Building a packet BBS seems seems somewhat archaic.
