13=Station 13, Riviera Beach
1=the box area, the community of Riviera Beach.

Why

I'm continuing to log various box numbers in Anne Arundel County.
It has become apparent that for most, and probably all stations, the
"normal" box numbers go up to xx-2x (for example Box 18-22 or
something like that). Then for several, and again probably all
stations the last two digits jump to 80, 81 or 82. Why? Is there
something special that I am overlooking?

I think it is like that so CAD will add an extra Engine to the Call to use to block the roadway.

They are called "Slot Boxes". The extra engine is dispatched in the opposite direction of a divided highway in case the caller was incorrect on the direction of travel.
Also, 18-80 would be on Route 100 East approaching Route 2. If the call was on 2 North approaching 100, it should be 30-15. In general, the company with closest access to the location on a divided highway gets the box- even if the physical location is closer to someone else "as the crow flies". This is why you have 34-80 on I-97, even though thats really Glen Burnie, Ferndale is closer to the entrance ramp.
