AA County TRS Freq - unknow data signal?

Hey all - I'm getting what sounds like a control channel signal on one of the Anne Arundel County TRS frequencies -- 856.3875. Not really sure what it is but I'm getting on both my PSR500 and my 396. Tried entering it as a system but neither radio can seem to lock in on the signal....

So - any ideas?

I have noticed that for about a week or two now.

this thing is really irritating me today -- either the control channel keeps dropping out or my scanners are doing something funny and this data signal on this freq keeps popping up audibly - very irritating...

I'm dealing with 856.3875 right now - it's locking up my bc785. I can't remember exactly, but I thought that the 785 detects the cc automatically and uses that info to track the system - so I shouldn't be hearing any data on the freq. But I do hear a signal that sounds like a cc, or some sort of encryption.... I guess I have to dig out the manual on the 785.
