Ok, I thought for sure I knew where the break was for AM and FM. But apparently I am wrong so where is it?
Yea that helps because now I know I'm not crazy. I just figured below 130 (air bands) was AM and above was FM but I was reading places where it can be varied, like what you said. So other than switching between AM/FM is there any way to determine which a signal is? AM or FM only describes how intelligence is superimposed, or modulated on a signal. There are certian bands of frequecies that you will generally find one type of modulation versus another.
But there is not any hard rule that draws a line between the two.

The objective of the NEXCOM Program is to develop and begin the implementation of a new NAS air-ground (A/G) communications system by 2009. This will be accomplished under the management of the Air/Ground Communications Product Team (AND-360).
This system will replace and improve the existing obsolete NAS A/G radio infrastructure by introducing new systems using advanced digital technology to provide better VHF frequency utilization, system reliability, performance, and added capabilities.
The RPDE Program (and subsequent Full Scale Development Program (FSDP)) will culminate in the production of Ground Network Interface systems and Radio Interface Units that will be operated in conjunction with the Multimode Digital Radios (MDRs) to form the national NEXCOM Air-Ground Communications Network within the NAS.
