If I was to program these frequencies into a radio, could someone tell me if this is a system with talk groups? I'm not seeing anything regarding talk groups on RR.

I was told they may have talk groups.

Is this a DMR System?

They use P25 conventional channels. No DMR or talkgroups.

P25 does use TG's, on Conventional Systems.

however from a Scanner / Hobby perspective they are not needed and many generally use wither TG 1 or TG 4095

They use P25 conventional channels. No DMR or talkgroups.

Program as you would a Conventional Analog user, except as P25 for the Park channel, the others are Analog for Interop

There is rumor the NACs may have or will be changing, so I would use NAC Search and share back it different from the Lists.

Seems the NAC did change, but it was for the LE Ops [172.6250 $9F4] where-as Park Ops [172.6125] remained the same.
I am going to guess it occurred due to BLEED OVER being the adjacent frequency

No changes in NAC so far. I'll let you know if they do make a change.
