This evening I was browsing ACP 131 when I spotted this entry:

ZIK: This is a weather controlled message which is not to be transmitted in the clear over radiocircuits.

Any ideas as to what a 'Weather Controlled Message' is?

It has been a long time since I looked through that pub. Weather forecasts are sensitive information, as it could assist the enemy. "EFTO" and "FOUO" might be applied, too.
