Hi Pete,
Yes they are encrypted. However, There comms centre transmitts in both APCO25 digital and APCO25 digital encrypted and seem to rotate between North side, City and Tuggeranong.
Sometimes the cars seem to loose the encryption key and can be heard in normal digital mode. Either way you can listed to some of whats going on in the ACT however it is quite boring from what I have listen to so far.

ACT frequencies
Can't help you on the coppers - however the rest of the ACT Emergency Services are on the verge of moving over to Zone 3 of the NSWGRN. As far as I can figure out zone 3 is still going through trials and maybe switched on and off as required. The tests will probably combined digital and analog
Essentially we need somebody living in the vicinity of Canberra or surrounds who can advise what the data control channel for each of these sites.
All you need is a scanner capable of scanning 415-420Mhz
The data channel noises should match one of the frequencies below
Black Mountain 416.7000 417.2000 418.0750 418.8250 419.0750 419.3250
Tuggeranong Hill 415.1000 417.1000 417.3500 419.3500 419.6000 419.8500
Mount Anslie 416.2125 416.4625 416.7125 416.9625 417.2125 417.4625
Mount Stromolo 416.2125 416.4625 416.7125 416.9625 417.2125 417.4625
One Tree Hill 416.0875 416.3375 416.5875 416.8375 417.0875 417.3375
Note that you will also hear MPT1327 data channel noises (higher pitch than motorola type II) on
416.18750 ACTEW - Isaacs Ridge
416.31250 ACTEW - Black Mountain
416.43750 ACTEW - Bulls Head

PS Just a thought - By bringing ACT onto Zone 3 - this may be a positive step towards the GRN expanding further south into the snowfields and further west towards Wagga Wagga

As I live in the ACT I will try to find the time to monitor for your request.
The other alternative is I might be able to get an actual frequency list of the new GRN freq's you speak of. Might make things a little easier.

Any reports appreciated (even negative ones ... eg like the site data channels can't be heard)

I was down in the ACT a couple of weekends a go and visited ACTFB No#1 Fire Station located at Fyshwick to chase up a former NSWFB member I had worked with.
The Firie who was showing me around the Station did say that the ACTFB was switching to GRN in January 2005, and did not like the idea as the GRN reception in Canberra was crap, and I would have to agree with him their. But this may have just been due to the use of the existing sites for Queanbeyan and none of these new sites listed here being operational at the time.
The NSWFB and ACTFB are looking at linking each others FireCad Systems, to enable the ACTFB or NSWFB Comm’s Centres to turn-out stations on both sides of the boarder. This is as a result of the time delay when each service has to use Phone Lines to contact the others Comm’s Centres for Fire Calls or Back-up Calls etc.
I don’t know how active the ACTFB will be on the GRN. When I was down in Canberra the firie’s were using Data Terminals to indicate their responses and arrivals at incidents from their appliances. The crew’s only talk on the radio to find out if the 2nd station had arrived or not at a job, as it was not indicated on their Data Terminals. From there, it was only Fire Ground Radio talk I heard.
The ACTFB is also looking at out-fitting 428 Queanbeyan with the Data Terminals as well to assist with call passing information.
My next trip down to Canberra may be a little more interesting in listen to the GRN.

The 'carrier test' you mention is normal for a fully operational Motorola Type II Trunked Site. There should be a 2 second carrier every 60 seconds on an idle voice chanell.
Sounds like the ACT section of the NSWGRN is now active!!

What's the system ID of Zone 3?
The ACT emergency services going to the GRN is a scary thought. Looks like they'll get used to the lousy coverage and listening to that "bah-bah-bah-bah" busy tone just like NSW

Unfortunately I made a typo with the Stromolo frequencies when looking them up
The correct ones are:
416.1125
416.3625
416.6125

The system id for Zone 3 is 641D (confirmed). It has been active as a zone controller spare and occasionally on test in Sydney prior to being reassigned to the ACT
