I am thinking of adding more talkgroups to my Bell FleetNet system. So far I have the Ottawa Lanark but since I am only in Ottawa does it make any sense to program the rest of the talk groups ID's in this section ?

You'll only receive talkgroups that have radios affiliated to the site you're listening to. The OPP does do a fair bit of patching so you may find other things active. Plug them in and see what happens, some days you catch more, some days you don't.

I just took this screen shot of the trunk system and it seem to me that it only has one site running

It looks like only 1 site is in operation site 2 and that covers 20 range

Here a screen shot of site 1 here it says this but on the other page it says 0 so don’t know

There's a simple solution to this.

Do custom searches. For FleetNet, do a custom scan from 141-144. If you set up the custom search to scan for repeaters and towers you will be able to figure out which towers you can scan. It will tell you the system and numeric tower.

For other systems do custom searches for the appropriate frequencies.

You can run many systems to scan at a time on a 325P2. I'd create and monitor my local tower, 1 for MOH, and another for the digital stuff.
I'd also scan a few local systems.

And I'd create systems, FleetNet for close towers, i.e. Mowat, Britannia for the GTA, and another system for stuff in SW Ontario like Brantford, Woodstock. I'd generally scan anywhere from 2 to 10 different quick keys at a time.

You'll learn more by doing things yourself and people will help you more if you do.

Or sit down with the list of towers and do a direct entry into the scanner and see if you can hear the CC or not.

May I ask or are you using software or by hand?
I don’t use software. I usually I do it by hand. The only reason why I had software was I was talking to a guy who doc up the file for Ottawa P25 system and he told me it is Motorola Type ll P25 system. I uploaded that to the scanner and it is working perfectly.
Then I had other people tell me it not MOT Type ll P25. When I asked the person to do the file, I asked him if that is the right system type he said yes. I have it running and the audio is clear.

Programming by hand is like only using a few gears of a top notch sports car. Your scanner is designed for software. I don't understand why spend $500 on a BCD 325P2 and then spend hours piece by piece. You could load up your city system with tags, choose which tg's within seconds using software and being a member of the site.

If you can use Excel or Google sheets, you can program with software.

Just so you all know, I did switch it to the right system with Freescan. I did it all by looking at the database and typing in to the software.
I will attach the file here.
