I assume that the site is not fully functional yet because the developers are leaving little notes for themselves like:

There'll be a map here showing road conditions and also weather conditions

A little more digging came up with this:

The goal of this project is to develop an online ATIS that will provide real-time traffic data for Oklahoma City . This information will be freely available on the World Wide Web. All features of the site will be accessible using the popular Netscape and Internet Explorer web browsers. The ATIS will be developed by students and faculty in the School of Electrical and Computer Engineering at the University of Oklahoma (OU) working in close collaboration with the ODOT Traffic Engineering Division. The system will reside on a workstation at the University, and will be physically connected to the ITS Traffic Management Center by a broadband dedicated fiberoptic communications network.
