Iam new at this so I was wondering if some of you could give me advice on good scanners in the 250-300 dollar range and some help in what to look for... Thanks

Uniden BC 785XLT, Any of the Non Digital scanners on the market will be under $300.00

REALLY DEPENDS, on the types of system(s) you want to monitor. If there is no trunking being used, $100 will do the trick. If there is the newest type of digital trunking being used $500 may ( or may not ) do the trick.

Is there a new PRO 96 coming out?

Eventually, I'm sure. MY comment was in response to the comment about getting a radio better than the 96. IMO, that will be the replacement for it, not the BC296D, as was implied.
Hopefully whatever replaces the 96 will support SNFM and have a USA FedBand bandplan.
