Is it possible to program more than one site in a bank an EDACS system such as AEP's? I have a 796D.

Nope. EDACS needs to be programmed with one site to one bank starting with channel '1' in the bank. Not with Channel 0. The frequencies must also be entered in LCN (Logical Channel Number) order as shown in the Database entry.
