I don't believe scanners can listen to their system, because of the type of control channels they use. It's been a while since I've been all up in that mix. There is a multi-state thread for that radio system. You could ask there.
A scanner capable of P25 Phase II voice should be able to listen in. Of course, if all of AEP Indiana switched to using a TDMA (Phase II) control channel as well, then the only scanner capable of monitoring it at that point is a Bluetail Technologies P25RX or P25RXII.

As far as TDMA cc, no. All talksgroups i have seen are TDMA though. Why do you ask? Are you seeing signs that they may be switching to TDMA control channels?

With my SDS100 I pickup AEP/I&M in North Central Indiana just fine. I’ve not spent the time seeing what TGs they may have but what’s in the Database for my area does have chatter especially during storm events.

I know most people do not listen to utlity systems regularly. If you listen because of an outage or anticipated outage, you really should just set ID SEARCH to on for the sites you monitor on AEP -- so that even if you don't have a particular talkgroup programmed in you will hear it. You might find more local / relevant comms that way.
