Drove the tower site today and it's not set up for P25 radio traffic . Has a few data dishes hanging up . Has 2 vertical omni antennas at the very tip of the tower and looks like the band they were using would be the old vhf . But no P25 hardware attached

Buddy. You can't tell what kind of modulation (analog, P25, EDACS, NXDN, DMR, etc.) by just looking at the antenna's.
Also, the length of the antennas aren't always an indication of the band they transmit/receive on.

I did drive up to the new location and there are 2 tower's and they spaced apart about 100ft . The short tower has a receive dish that's pointed towards jay which is where the other tower is . The tower in the same location has 2 omni directional mounted at the top and a few data dishes facing in different directions . From the ground and close to it I don't see how the omni antennas can be used for p25 trunked because the same antenna is mounted on the outside Wall of OHP troop L building and there much shorter . So the tower is legit .
