The FCC shows a call sign of WPUI232 with 10 frequencies.

The frequencies above may be part of a Motorola IDEN trunked system.

There are a bunch of ground crew carrying 800/900 MHz Motorola MTX portables....could be that.

Aeronautical Radio also holds the license to a 10 channel TRS at the La Crosse Municipal Airport and a 5 channel TRS at the Central Wisconsin Airport near Wausau.
