How do I remove an agency and add a new one

You don't remove anything. You use the submit process
You don't get an agency removed, it gets marked as 'deprecated' and gets purged by the system BUT you need to have proof that all equipment was removed from the place it was at.

What scanner/radio? What program are you using\hand programming?

In Sentinel on the front database page not an edit screen, you can remove an agency by right clicking on the name then select remove from favorites list, to add, find the agency you want to add (from main database)and select append to favorites list, then select where you want it to go. Hope this helps.
