Air Combat Exercise on 138.425 MHz

At 10:44 AM, I'm listening to what appears to be an air combat exercise on 138.425 MHz. I am hearing terms like "laser on target", clear to engage, etc. They are describing movements of truck on the ground going in and out of the trees. Sounds like several aircraft talking to each other and a ground control. Could be the Army or the Navy (just heard a transmission about Oceana). The signal strength fades in and out, therefore it may be a distance from my location (Williamsburg). Could be at Ft. Lee?

In doing a little research in the RR archives, 138.425 MHz has been previously reported as a "tac" channel for F-16 Air National Guard jets.

More likely than not it's coming from The Eastern Shore of MD. I can't think of the name of the town, but they do training missions like that quite often there. As far as the frequency, I want to say it's used by the NJ ANG.
