Air Traffic Control on Metrocrest Quad Cities System?

Switched scanner to search from scan mode on the metrocrest quad cities system, and noticed the scanner landing on TG1951 quite often. From what I can hear, it sounds like something ATC related that's been patched in.

Has anyone else heard this or have any idea what it is/why it exists?

Yes, there are a couple of talkgroups that seem to carry Addison Tower and Ground Control. I assume it's so that the Airport Ops and Aircraft Rescue and Firefighting people can hear on their land radios.
