I misread it as being 3 meters long and the proportion then seemed to match 1/4 radials. But it is a single element 3/4 wave antenna with very short ground plane radials.

Why are you all so eager for gain? Any 1/4 monopole should get you range to the radio horizon to listen to aircraft. If you want to monitor far away bases you're better off with a yagi.

Gain at the horizon lets you hear very distant aircraft with less noise and you can hear them further. Its also good for hearing aircraft on the ground and far off airports. You don't need lobes in the air you need gain at the horizon for the air bands.
