Appears to be in Beards Creek, which is iced over. Civilians with kayaks are attempting to reach the plane. Asking for availability of MSP Aviation. Stonehenge Drive command.

Command on Juliette; EMS on Mike; boats on Lima. DNR boat 355 has one victim aboard. DNR and AAFD are NOT coordinating.

Only one POB the aircraft - the pilot, the rest of the people on the water are kayakers that self-deployed. Now working to get the kayakers off the water.

Piper Cherokee, was a student pilot. Initial reports pilot as a 60/M. Thermal and musculoskeletal injuries. Priority 2.
