Probably SkyTrac, some other satellite service or some local trunked system.
Air Methods doesn't have any licenses or pending applications in the Waco area.

TG 263-272 on HOTRRS are ETMC expansion talkgroups (last time I had access to the fleet map at least) and I think there is a big gap between TGIDs 350-600. Again, I'm not going off the database but an actual fleetmap that I last saw in 2019 (plus codeplugs from May 2019).

They could have multiple systems on them though. AirEVAC had all sorts of stuff on their radios from LCRA to GATRRS to DFW to TxWARN stuff when I last worked on one of their radios.
