Albany question

I hear what I believe is Albany FD on 154.43 with PL 146.2. I am pretty far away, and not particularly familiar with the area, addresses and landmarks I here reference to.

Can someone more local than me verify this is correct?

You are correct. That freq and PL is used in Albany to page out the stations. The FD switched to 800 many years ago but they do their paging tones on VHF for some reason. The tech told me that the city didn't want to invest in new equipment.
